行贿 is a separable verb (离合词) meaning 'to bribe'. The verb part 行 and the object 贿 can be split to insert time expressions, measure words, or complements — for example 行过一次贿 ('committed bribery once'). The recipient of the bribe is usually introduced with 向 or 给 before the verb: 向他行贿 ('bribe him').
