Definition
表述 (biǎo shù) means to articulate or formulate one's thoughts, views, or intentions in a clear, organized way. It differs from 制定 (zhì dìng), which is used for drawing up formal plans or policies, and from the idiom 出口成章 (chū kǒu chéng zhāng), which describes natural eloquence in speech rather than deliberate expression.
