Definition
观望 means 'to wait and see' — deliberately holding back from action to assess a situation — or 'to look around, survey'. Unlike 观看 (general watching) or 观察 (careful observation), 观望 emphasizes a cautious, non-committal attitude. It differs from 围观 (gathering to watch) and 眺望 (gazing into distance).
