视若无睹 is a four-character idiom (成语) meaning 'to see but act as if not seeing' — to deliberately ignore something or turn a blind eye to it. It is often used in the pattern 对……视若无睹 (duì ... shì ruò wú dǔ), where the object of disregard is placed before the idiom. The literal image is 'look at it as if not seeing it'.
