谴责 (qiǎn zé) means 'to condemn, to denounce' — it is a strong, formal word used for serious wrongdoing, often in public or official statements. It is much stronger than 批评 (pī píng 'to criticize') or 指责 (zhǐ zé 'to find fault with'), and more formal than 责备 (zé bèi 'to blame').
