起疑 is a verb-object compound (离合词) meaning 'to become suspicious' or 'to start to doubt'. You can insert 了, 过, a duration, or a complement between 起 and 疑 when separating them — for example, 起了疑 (became suspicious) or 起过疑 (have been suspicious before). The object of suspicion usually appears before the verb with 对.
