转折 means to turn or shift direction, especially in a conversation, discussion, or storyline — a neutral change of course. 扭转 (niǔ zhuǎn) is stronger: it means to reverse an undesirable trend or situation (e.g., 扭转局面). Use 转折 for turning a topic or a plot twist, and 扭转 for actively reversing a problem.
