运作 (yùnzuò) means 'to operate, to run' and refers to the overall functioning of an organization, system, or machine. It is broader than 经营 (jīngyíng), which focuses on managing a business for profit, and more abstract than 操作 (cāozuò), which is about hands-on operation of equipment. 运行 (yùnxíng) is similar but often used for technical systems, programs, or vehicles in motion.
