递交 (dì jiāo) is the standard word for 'submit' a formal document (application, report, resignation letter) to an authority. It differs from 提交 (tí jiāo) by emphasizing the act of handing in or sending, whereas 提交 can also mean 'refer a matter to a higher body'. Avoid the simpler 交 (jiāo) when formality is required.
