通车 (tōng chē) means a road, bridge, or railway line opens to traffic, or a place gains transportation service. It focuses on the route or location becoming usable for vehicles. 开通 (kāi tōng) is broader — it can mean opening any service (a hotline, membership, account), not just a physical road.
