钓鱼 (diào yú) means 'fish with a line and hook' and can be split (e.g. 钓了一条鱼). Its metaphorical sense 'to dupe by luring into a trap' (e.g. 钓鱼网站 'phishing') is more specific than 忽悠 (hū you), a general colloquial verb for conning or tricking.
