锦旗 (jǐn qí) is a ceremonial silk banner given as an award or token of gratitude, often presented to individuals or organizations. It differs from 旗帜 (qí zhì), which is a general flag/banner (literal) or a figurative standard representing a cause. 锦旗 is always an honorific gift, never a generic flag.
