长辈 refers to members of the older generation within a family or kinship group — your parents, aunts, uncles, grandparents, etc. It's about hierarchical family position, not just age: an older unrelated person is 老人, not necessarily 长辈. 前辈 is limited to seniority in a profession or field, not family.
