限速 is a separable verb-object compound (离合词) meaning 'to limit speed' or 'to impose a speed limit'. The object 速 can be separated from 限 when adding a complement, duration, or measure word, e.g. 限了一次速 ('set a speed limit once'). It is also commonly used as a noun to mean 'speed limit', as in 限速标志 ('speed limit sign').
