陷害 (xiàn hài) is the general verb for 'to frame' or 'to set up' someone with false accusations. 栽赃 (zāi zāng) specifically adds the idea of planting fake evidence (赃 = stolen goods/evidence) to frame someone. 诬陷 (wū xiàn) is more formal and emphasizes making false charges with fabricated proof, often used in legal contexts.
