Definition
颁布 (bānbù) means 'to issue, enact' and is used exclusively for laws, decrees, regulations, and other formal legal instruments. It is more formal and official than 宣布 (xuānbù 'to announce'), which is a general declaration. 颁发 (bānfā) overlaps for laws but also means 'to award' (medals, diplomas), so 颁布 is narrower and strictly legal.
