高层 (gāo céng) refers to a high floor/level or the top echelon of an organization; as a noun it can mean a high-rise building or top management. Unlike 高级 (gāo jí), which describes high quality or advanced rank, 高层 emphasizes position or stratum. It is broader than 上层 (shàng céng), which is a more specific 'upper layer' (social or physical).
