Expressing "all" with 凡是
凡是 is used in formal or written Chinese to express that a rule or statement applies to every member of a group without exception. It is typically followed by a noun and then 都, 就, or 一律 to link to the predicate. Avoid using 凡是 in casual conversation; it sounds stiff.

Examples
- 凡是学生都要参加考试。fán shì xué shēng dōu yào cān jiā kǎo shì 。All students must take the exam.

- 凡是违反规定的一律取缔。fán shì wéi fǎn guī dìng de yī lǜ qǔ dì 。Any violation of the rules will be banned.
- 凡是他说的话我都不信。fán shì tā shuō de huà wǒ dōu bù xìn 。I don't believe anything he says.
- 凡是参加会议的人都会得到一份礼物。fán shì cān jiā huì yì de rén dōu huì dé dào yī fèn lǐ wù 。All attendees of the meeting will receive a gift.
