Expressing who is in charge with "由... 做主"
To say who is in charge of making a decision, use the pattern 由...做主. The part before 由 sets the topic or area of responsibility, and the person after 由 is the decision-maker. Remember that 做主 must appear at the end; leaving it out changes the meaning completely.

- 这件事由谁做主？Zhè jiàn shì yóu shuí zuò zhǔ?Who decides this matter?
- 工作安排由经理做主。Gōng zuò ān pái yóu jīng lǐ zuò zhǔ.The work arrangements are decided by the manager.
- 家里的装修由我老公做主。Jiā lǐ de zhuāng xiū yóu wǒ lǎo gōng zuò zhǔ.My husband makes the decisions about home renovations.
