Definition
防疫 is narrowly about preventing the spread of infectious diseases (epidemics/pandemics). Among siblings, 防止 and 防范 are the most general ('prevent anything'); 防治 adds 'and treat', while 预防 covers all kinds of precautions, not just epidemics.
