Definition
付钱 means 'to pay money' and is a separable verb (离合词). The verb 付 and the object 钱 can separate when you add aspect markers (了, 过), measure words (一次), or duration (了半天). For example: 付了钱 ('paid'), 付过一次钱 ('paid once'), 付了半天钱 ('paid for a long time'). The person receiving payment goes before the phrase with 给: 给他付钱 ('pay him money').
