代理 (dài lǐ) means to act on someone's behalf in a temporary role or as a business/government agent — e.g. an acting manager or an import agent. 代表 (dài biǎo) focuses on representing a group or idea on their behalf and can also be a noun (representative). 代理 is more about the practical substitution of a role or function.
