Definition
充血 means 'to become bloodshot or congested' (medical hyperemia/congestion). It's a separable verb (离合词): 充 and 血 can split when a measure word, duration, or result expression goes between them, e.g. 眼睛充了血 ('the eye got bloodshot'). You'll hear it most often for eyes (熬夜充血) or internal organs (肺部充血). In medical usage it describes blood pooling in tissue, not action by the patient.
