全盛 is a literary attributive adjective that describes a historical period or civilization at its absolute peak — at the height of its power, prosperity, and cultural achievement. It appears most often in the fixed phrase 全盛时期 ('heyday / golden age') and is not used for everyday 'flourishing' (use 繁荣 instead) or for describing a person's prime (use 巅峰).
