减免 (jiǎn miǎn) means to reduce or waive an amount owed, such as taxes, tuition, or rent. It contrasts with 缴/缴纳 (jiǎo/jiǎo nà), which mean to pay those amounts. 减免 is used when an authority or party grants relief from a payment obligation.
