Definition
劣质 (liè zhì) means 'shoddy, of poor quality' and applies strictly to the quality of products, materials, or work. It is more formal and objective than the colloquial 垃圾 (lājī, 'crappy'), and unlike 拙劣 (zhuōliè), which describes clumsy/botched work or skill, 劣质 focuses on the inferior quality itself, not the manner of doing it.
