勾搭 is a pejorative verb meaning to form an improper alliance or to seduce someone, often used for criminal collusion or illicit romantic/sexual relationships. It implies underhanded or secretive behavior. You can use it with 跟 (gēn) to indicate the person you're colluding with, e.g., 他跟坏人勾搭上了 'he got mixed up with bad people'.
