参照 (cānzhào) means 'to refer to and follow (a standard, document, etc.)' — it implies using the reference as a model or basis. It is closer in meaning to 参考 (cānkǎo), but 参考 is more about consulting for information rather than strict adherence. In formal written references, 参见 (cānjiàn) is used to direct the reader to another source (cf.).
