Definition
发出 (fāchū) means 'to issue, send out' (orders, signals) or 'to produce, let out' (sounds, laughs). It is more specific than 发 (fā), which is broader ('send, show, distribute')—发出 stresses the outward release of something concrete. 下达 is more formal/vertical ('transmit downward'), and 示意 is about subtle nonverbal signals.
