Definition
发起 (fā qǐ) means 'to initiate, launch, or start' a concrete action or event, such as an attack, a campaign, or a discussion. It is more action-oriented than 倡议 (chàng yì), which specifically means to propose or put forward an initiative (often a suggestion or plan). Unlike 首创 (shǒu chuàng, to pioneer), 发起 does not necessarily imply being the first to do something.
