吊销 (diào xiāo) specifically means to revoke an official license, permit, or qualification as a penalty — e.g., a driver's license or business permit. It is more specific than 撤销 (chè xiāo), which can revoke any document or decision, and different from 撤回 (chè huí), which means to recall or withdraw something that was sent. 吊销 is often used in the passive with 被.
