吹 (chuī) means 'to blow' (wind or by mouth) or 'to play a wind instrument', and also 'to boast/brag' as in 吹牛. For wind, 吹 is general (gentle or normal blowing), while 刮 (guā) implies stronger, more forceful wind (刮风). The bragging sense is fixed in 吹牛 (chuī niú), which differs from 夸 (kuā) — 夸 is straightforward praise or boast without the exaggerated, negative tone of 吹牛.
