嚣张 describes someone who is openly, aggressively arrogant — they flaunt their power or success in a way that provokes others. It's more about brazen, in-your-face behavior than the general haughtiness of 傲慢 (ào màn), and less extreme than 猖狂 (chāng kuáng), which implies a wild, frenzied aggression.
