堵塞 (dǔ sè) means 'to clog, to block' and is used specifically for physical blockages of passages like pipes, roads, or networks. It differs from 塞 (sāi), which is a more general verb for stuffing or plugging something into an opening, and from 阻碍 (zǔ ài), which is more abstract ('to hinder, to obstruct progress').
