Definition
备案 means to register or file with an administrative authority (a government department, regulator, etc.). It is a separable verb (离合词): the two characters 备 and 案 can split when inserting aspect markers, measure words, or duration — e.g. 备了案 ('has filed'), 备过一次案 ('has filed once'). You cannot place an object after 备案 as a whole; instead the context tells what is being registered.
