年均 (nián jūn) is a bound term meaning 'annual average', used before nouns in formal/statistical contexts like 年均降水量 (average annual precipitation). 平均 (píng jūn) is the general word for 'average' and can modify any period (daily, monthly, yearly) and also functions as a verb; 年均 is more specific and less flexible.
