庆生 is a verb-object compound (离合词) meaning 'to celebrate a birthday'. The object 生 can be separated from the verb 庆 by a measure word, duration, or possession — for example, 庆了个生 (had a birthday celebration). You do not need to include the person's name directly after 庆生; instead say 给他庆生 or 为朋友庆生.
