开采 (kāi cǎi) focuses on physically extracting natural resources like oil, gas, and minerals from the ground. It is narrower than 开发 (kāi fā), which covers broader development (land, products, projects), and more general than 采矿 (cǎi kuàng), which strictly refers to mining ores or minerals from a mine.
