当作 (dàng zuò) means 'to regard as, treat as' and is commonly used in the 把 construction. It is very close to 当成 (dàng chéng) — often interchangeable — but 当作 is slightly more formal. 看作 (kàn zuò) emphasizes the perspective of 'looking upon as', while 作为 (zuò wéi) is more formal and often implies an official role or capacity.
