当成 (dàng chéng) and 当作 (dàng zuò) both mean 'to regard as, to treat as' and are often interchangeable in everyday speech. 当成 can carry a nuance of mistakenly taking something for something else, while 当作 is more neutral. 视为 (shì wéi) is a more formal, written synonym used in official or serious contexts.
