忙碌 (máng lù) is a more formal, descriptive adjective meaning 'busy and bustling', used for both people and places. It is stronger and more vivid than the everyday word 忙 (máng), which is simpler and can also be a verb. For a packed schedule, use 繁忙 (fán máng, HSK6).
