承办 (chéng bàn) means 'to undertake and organize' a project or event — it emphasizes the hands-on execution that 承担 ('to assume a responsibility, duty') does not. Unlike 主办 ('to host/sponsor' as the lead organizer), 承办 stresses the actual management and completion of the work.
