拉下水 is a colloquial idiom meaning 'to drag someone into a bad situation or wrongdoing'. It's often used with the 把 or 被 construction, and you can insert the person you're dragging between 拉 and 下水, as in 拉他下水 ('drag him into it'). It's similar to 'to corrupt' or 'to make someone an accomplice'.
