推行 (tuī xíng) — to implement, to carry out (a policy, system, measure, etc.)

Definition

推行 highlights promoting and rolling out a new policy so the public adopts it, more outward-facing than 实施. Unlike 实行, it emphasizes active advocacy, not just putting rules into effect.
