Definition
提出 (tí chū) means to formally raise or put forward an idea, issue, or suggestion for discussion. Unlike the general verb 提 (tí) 'to mention' or 'carry', 提出 always takes a concrete object and has a more deliberate tone. Compare 建议 (jiàn yì) 'to suggest/recommend' – 提出 is broader (raising any point), while 建议 is specifically offering advice. For the cash withdrawal sense, 提取 (tí qǔ) is the standard verb.
