Definition
政府 (zhèngfǔ) is the general noun for 'government' as an institution. It is broader than 官方 (guānfāng, 'official/authoritative'), which is an adjective or noun describing something issued or approved by the government. Unlike 政治 (zhèngzhì, 'politics'), which refers to the activity or system, 政府 is the concrete body that governs.
