无所适从 is a four-character idiom (chengyu) meaning 'to be at a loss' or 'uncertain what to do.' It's used when someone faces too many conflicting options or instructions and feels confused. You often see it with 感到 (to feel) or 令人 (to make someone feel), as in 感到无所适从 or 令人无所适从.
