时常 (shí cháng) is a more formal, literary way to say 'often, frequently', used mainly in writing or formal speech. In everyday conversation, 经常 (jīng cháng) or 常常 (cháng cháng) are more natural. 常 (cháng) alone is also common but can mean 'always' in some contexts.
