杜绝 (dùjué) means 'to put an end to' or 'eradicate' undesirable practices, trends, or problems through decisive measures. It differs from 消灭 (xiāomiè 'wipe out') which implies physical destruction, and 扑灭 (pūmiè 'stamp out') which is used for fires or rumors. 断绝 (duànjué) is for severing relationships, while 扫除 (sǎochú) is for sweeping away obstacles.
