比比皆是 (bǐ bǐ jiē shì) is a formal, literary four-character phrase meaning 'can be found everywhere; ubiquitous'. It is very close in meaning to 随处可见 (suí chù kě jiàn), but 比比皆是 is more concise and idiomatic, often used in written Chinese. Note that 普及 (pǔ jí) is a verb meaning 'to popularize/spread widely', not a description of ubiquity.
